Peking, March 26, 1015. CHINESE Government have asked for joint inspection of Kansu and Hsinchiang, Neither of these provinces imports Indian opium, and it is difficult to spare members of consular service at the present time for inspection tours in those remote parts. Subject to your approval, therefore, I would propose that Hsinchiang be placed in the list under article 3 of 1911 Agreement, and that I should ask Mr. Andrew, of the China Inland Mission at Lanchow, to undertake inspection in Kansu, allowing him travelling expenses at the rate sanctioned for consular officers.
